No, Granblue Fantasy Relink is not an open world game. It instead has multiple explorable zones, similar to how Monster Hunter does its different zones with different monsters.
Relink is a linear experience for the most part as you go through different settings and environments. There are exploration elements to some of the levels, with paths and hidden areas that can lead you to some loot.

Quests you accept from the main hub have their own area that it teleports you to. Only the story mode quests are single player; quests from the hub can be done co-op with up to 4 players.
For a game like this, I think a more linear world rather than an open world is fitting. But many were looking forward to it being an open-world title now that it has been upgraded to a PC/console game from its gacha mobile game origins.
