Introducing the Netrunner build, inspired by the character Lucy from Cyberpunk: Edgerunners, this build works like a charm if you want to eliminate your enemies with quickhacks.
The Netrunner build in Phantom Liberty mainly focuses on the Intelligence attribute and your character’s technical abilities. If you like stealth more than full-frontal combat in Cyberpunk 2077, we recommend you try out this build. All Phantom Liberty Netrunner Build Basics
Main Attributes
Attributes like Intelligence, Technical Ability, Cool, etc. are very important for the Netrunner builds in Phantom Liberty. While Intelligence helps with smart weapons proficiency, Cool focuses on the stealth aspect.
The Cyberpunk 2077 level cap after the Phantom Liberty DLC and 2.0 update has been increased to Level 60. So the recommended attribute points you need to add to your character’s attributes are:

Intelligence Skill Tree
The Intelligence attribute takes a lot of RAM to perform these special cyberhacks. Passive perks that reduce the cost of RAM upon use are a must if you are trying the Phantom Liberty Netrunner build. The main RAM recovery perks you need to boost up your intelligence attribute are:

The new update has also included some queue hack perks that increase the number of quickhacks you can do on enemies. The most recommended Queue hack perks include:

- Eye In The Sky – Hack nearby cameras and access points
- Carhacker – Unlocks vehicle quickhacks
Also, make sure to unlock the main branch of each perk like the Queue Mastery for the queue hack branch to get their full effects.

Technical Ability Skill Tree
For the technical ability attribute of your Phantom Liberty Netrunner build, focus on the “Edgerunner” main perk branch and unlock the following perks:

For the Cool attribute, you can add perks like Feline Footwork and Ninjutsu as primary with Shinobi Sprint and Vanishing Act as secondary perks for better stealth. Slippery, Dash and Air Dash can also be added to the Reflexes Attribute for better perk optimization.
The Relic Skill Tree is a newly added attribute in the Phantom Liberty expansion and can act as additional upgrades to your character’s cyberwares. You can unlock this attribute by starting Songbird’s questline in the game. Recommended perks for the Netrunner build include:
- Jailbreak
- Emergency Cloaking
- Vulnerability Analytics
Quickhacks
The Dogtown’s Netrunner will have some iconic Quickhacks in his shop. The iconic quickhacks are far better than their normal variants and have increased damage. The recommended ones for your Netrunner build include:
- Short Circuit (Iconic Tier 5) – Deals damage to enemies and an additional 20% when facing high-level enemies.
- Cyberware Malfunction – Can be stacked up to 8 times and adds additional damage at stacks 2, 3, and 8.
- Contagion – Infects your enemies with a virus that causes toxic cyberware substances leakage and spreads poison to other enemies.
- Overheat – This quickhack can set enemies on fire and melt their armor over time.
- Memory Wipe – This untraceable quickhack forces all your enemies to quit combat mode and prevents enemies from noticing you.
Keep in mind, that some of these quickhacks can be very costly, so make sure to save up and sell enemy weapons for Eurodollars in the game.
Now that you have your quickhacks time to move on to the primary weapons you will use.
Weapons
Your primary weapon will be the Monowire in Phantom Liberty. With crit damage of 140-171%, the Monowire can be charged up while not in combat to deal even more damage to enemies. You can purchase the Legendary Monowire from the Ripperdoc in Dogtown.
You can also try out the Genjiroh and Prototype: Shingen Mark V if you’re more into guns than wires.
Cyberwares
Cyberware is especially important if you are building an overpowered body for your Netrunner build. The most important cyberwares for your cyberdeck are:
