The Horseman, or Ashikaga Yoshiaki, is the leader of The Shinbakufu. This group is the main villain group the player hunts down in Assassins Creed Shadows. This group is comprised of many people in society who wish to take over Japan and rule it from the shadows in different ways.
For Yoshiaki, in particular, his goal is to be shogun again. As the last shogun of this era, he wanted to return to his status as leading Japan after Oda Nobunaga took him down. That said, he does some terrible things to characters like Naoe in order to make his dreams come true. This is why it is Naoe’s goal to find him and get revenge against him. However, he is the final person that Naoe goes up against in The Shinbakufu group as part of the main story. I won’t spoil it, but his fate here is quite intriguing as well.
