The Reckless Oracle in Destiny 2 can be obtained as a reward drop after completing the 2nd Encounter of the Garden of Salvation Raid. This raid takes place during the invasion of the Sol Divisive Vex where Guardians are tasked by Eris Moirn to track an unknown signal coming from deep within the Black Garden.
This Raid requires teamwork which means you will need the help of other players. During this raid, you will face multiple bosses but the specific encounter that you need to complete for the weapon in question is the second one.

In this Encounter, the goal is to defend the multiple Confluxes from the Vex. It is a classic wave defense type of scenario where enemies will try to destroy the objective while you and your teammates have to protect all of them.
