To get the best outcome in Pisces, you will have to kill the Tyger Claw bosses at the meeting with Maiko and leave Maiko alive. Judy will appreciate that you did the right thing and went with her plan, which will spark a romantic interest between you and Judy.
The dialogue options aren’t required to be specifically selected during the meeting to get this outcome; all you have to do is make sure you choose the [Draw weapon] option when prompted and kill the Tyger Claw bosses sitting on the sofa.
Maiko will attack you for killing the Tyger Claw bosses. You need to use a non-lethal weapon to take her down as killing Maiko will result in a bad outcome. Make sure you keep Maiko alive to get the best outcome.
Keep in mind that this is the best outcome if you want to romance Judy, but you can only romance Judy as a female character. Male V cannot romance Judy as she is only attracted to females.
