The Naruto television series centres on a teenage ninja who was shunned by most of his community because the Nine-Tailed Fox was imprisoned inside of him. He desired to become the Hokage because he desired recognition from others. The Hokage is one of the Five Kage, which are often the ninjas from the villages of Leaf, Stone, Sand, Mist, and Cloud who are the strongest.
Only 27 ninjas have achieved the rank of Kage since these villages were founded, although some of them have proven to be significantly more powerful than others. We saw these alive and dead Kage in action during a battle. The largest fight ever fought in the Naruto series’ history took place during the Fourth Great Ninja War.
This conflict was started by Obito Uchiha and Kabuto Yakushi with the intention of reclaiming the Eight and the Nine-Tails in order to finish Project Tsukiyomi. This list consists of the 10 strongest Kage who showed up during the Fourth Great War. Kakashi and Naruto are strong as any of them, but they became Kage only after and hence have not been included.

10. Tsunade Senju

Some might argue that Tsunade, the First Hokage’s granddaughter, was destined to take the position herself, and it did so not long after the Third Hokage passed away. Tsunade is the only other ninja who is able to employ Mitotic Regeneration, a cutting-edge medical method that enables her to swiftly cure virtually any damage. She can’t actually die while employing this approach.
Tsunade, still regarded as the top medical ninja alive, did her best to defend the Leaf Village during Pain’s attack. Being a member of one among Hidden Leaf’s most powerful clans, Tsunade should have immense endurance and a strong life force.
9. Gaara
Gaara, the 1-Tails’ Jinchriki, was previously thought to be the Sand Village’s hidden weapon. Because of his inability to manage the Tailed Beast and the frequent rampages it went on, the villagers were afraid of him, which made Gaara detest everyone. Gaara was fortunately able to transform after meeting Naruto.
This enabled him to take over as the village’s fifth Kazekage. Gaara is now able to control sand, and he can use it to bind, seal, and crush his enemies as a result of the 1-Tails’ gift. Additionally, he possesses personal sand that naturally defends him and enables him to develop one of the strongest defensive strategies in the series.
8. The Fourth Raikage
Both the Third Raikage and his son were formidable opponents, with the former being regarded as superhuman. He can cover his entire body in lightning chakra because to his exceptional proficiency with Lightning Release. His physical prowess is greatly enhanced by this covering, notably his speed.
He may not have inherited his dad’s physical characteristics, but even with just one arm at the time of the Fourth Great Ninja War, he was still regarded as one of the anime’s strongest ninja. The character was recognised as the world’s quickest ninja after the passing of the fourth Hokage. He moved so quickly that he was able to avoid Sasuke’s virtually immediate Amaterasu.
7. Gengetsu Hozuki
When Gengetsu, the second Mizukage of the Mist Village, was resurrected in the Fourth Great Ninja War, his strength was clearly seen. The Second Mizukage might harness the huge clam’s oozing mist to construct its own genjutsu, which Gengetsu would call to fight alongside him.
He also had the ability to make tiny copies of himself. Gengetsu could employ the Hydrification Method to turn his body into water because he was a member of the Hzuki Clan. His body was temporarily protected from physical harm thanks to this power. Water vapour caused the water and oil-based clones, which were constantly expanding, exploding, and reforming.
6. Onoki
Immediately upon M’s passing, Noki, a grandson of the First Tsuchikage, ascended to the position of Third Tsuchikage. At 79 years, he was very easily the oldest and strongest Kages throughout the Fourth Great Ninja War and retained the title for several years. In addition, he was able to withstand the force of two meteors colliding with him.
Onoki, despite his advanced age, was still a strong and feared ninja. Due to his advanced age, He had amassed a wealth of combat expertise, which even Madara Uchiha found to be problematic. Like his predecessor, Onoki had the ability to use Dust Release, allowing him to break anything down to its atomic components.
5. Mu
Mu is the second Tsuchikage of the Stone Village, and he has the power to totally conceal both his chakra as well as physical presence, making him nearly undetectable. Mu was able to produce three-dimensional items that he could shoot at his opponents thanks to this incredibly rare natural transmutation. Then, everything caught inside of these objects would dissolve as they expanded.
To avoid severe damage, he might also divide himself in two, but doing so would also reduce his potency by half. Mu’s ability to perform Dust Release, perhaps one of the series’ strongest jutsu, makes him the most dangerous character.
4. Minato Namikaze (reanimated)
Because of his proficiency with the Flying Thunder God Technique being superior to that of the Second Hokage, Minato became renowned as the Leaf’s Yellow Flash across the ninja community. By eliminating an army of over 1,000 Stone ninjas on his alone, Minato also contributed to the end of the Third Great Ninja War.
Because he was regarded as a genius, Minato was able to repel the Nine-Tails when it invaded the village. He did so while also battling an obstinate Obito.
3. Tobirama Senju (reanimated)
Tobirama, who succeeded Hashirama as the second Hokage of the Leaf Village after the death of his elder brother, was still a rather potent individual. Additionally, he developed the Reanimation and Multi Shadow Clone jutsu. Tobirama was defeated by a highly talented group of Cloud ninjas, two of whom possessed energy from the Nine-Tails.
Even though Tobirama was skilled in all five of the fundamental chakra natures, his command of Water Release enabled him to produce potent assaults even in the absence of any nearby water sources. One of the quickest ninjas in history, Tobirama devised the Flying Thunder God Technique, a space-time martial arts that he frequently combined with a sword.
2. Hiruzen Sarutobi (reanimated)
The Third Hokage is regrettably one of the many underappreciated characters in the Naruto series. Hiruzen was awarded the title while he was very young, and despite being a pupil of both the first and second Hokage, he did not disappoint. He was able to fight off the Nine-Tails whilst Minato handled Obito, and despite his advanced age, he was still able to stand his ground against Orochimaru as well as the reanimated forms of the First and Second Hokage.
He was one of the two ninjas who were ever regarded as the “God of Shinobi,” while he was the other. Hiruzen studied under the renowned Sanin, and throughout his life he mastered every jutsu available in the Leaf Village.
1. Hashirama Senju (reanimated)
Together with Madara Uchiha, Hashirama Senju established the Leaf Village, and he later became the first Hokage. Hashirama was so rich in potent chakra that the ninja world regarded him as the first “God of Shinobi,” along with this reason. He could even use Sage Mode.
When he was alive, only Hashirama was a ninja with the ability to use Wood Release, a natural metamorphosis that let him virtually build trees from nothing. He was able to defeat the majority of the Tailed Beasts by alone because to his use of Wood Release, which gave him the ability to erect enormous golems and buddhas as well as to drain an adversary’s chakra.
