Destiny: Rising takes place between the end of the Dark Ages and the beginning of Destiny 1, which focuses on the City Age. Additionally, the Last City also did not exist, so humans essentially drifted from one place to another, protected by the Lightbearers in search of shelter.
The Dark Ages began right after the Collapse, when the Witness invaded with the Black Fleet. Eventually, with the help of the Lightbearers, which included Iron Lords such as Lord Saladin, Lady Efrideet, Lord Felwinter, and others, humanity fought through the Dark Ages. However, the constant drifting was becoming troublesome, which prompted humanity to start building the Last City.
The Last City was the start of the City Age, where Destiny 1 essentially begins. This City was built under the dormant Traveler, so that humans can remain protected under its Light. However, if you have played Destiny 1 and Destiny 2, you must be aware of what happens after the City Age began. As it happens, Destiny: Rising will focus on the time before that, so there will be several new storylines to explore.
How Far Before Destiny 2 does Destiny: Rising Take Place?

The incidents of Destiny 2 take place somewhere around the year 3000, which was about 1000 years after the Traveler was discovered on Mars around the year 2014. The Golden Age, which was the most prosperous age of humanity, started right from the time when the Traveler arrived, which was 2014. During this age, humans as a species evolved as space travel, medical science, and engineering developed at an exponential rate.
The problem is that the peace did not last long, and soon the Traveler was attacked by the Black Fleet, spearheaded by the Witness. This led to the start of the Dark Ages, where the Traveler became dormant. The Dark Ages began somewhere around 300 to 400 years before the events of Destiny 1. As such, Destiny: Rising is related to both Destiny 2 and Destiny 1, but you can treat it as a prequel.
There were several battles between the end of the Dark Ages and the beginning of the City Age which including the Battle of 6 Fronts, the Battle of Site 6, Battle of the Twilight Gap.
