In the first few hours of The Sinking City 2, it became quite clear to me that the game was not going to hand me anything easily. Be it solving puzzles or looking for safe combinations, it is important that you explore areas and look for clues carefully. When it comes to finding codes for unlocking certain locks and safes, they are scattered across the flooded city of Arkham.
The majority of these safes can be unlocked if you come across the important documents. That said, if you feel like skipping the detective work, this guide will help you unlock them all.

Apartment 5

This area shows up quite early in The Sinking City 2, near the apartment building, which is next to the Radio Station. The code itself is the year in which the Radio Store opened, 1908. This safe unlocks 14 rounds of handgun ammo, alongside Dolorocide Pill, which is a healing item.
The safe is an optional early loot that is tied to the radio store owner’s family letters that you find. In a way, it teaches you the investigation system and gives useful early-game supplies, which I thought was quite nice.
Church Floodgate

The floodgate controls can be found on the southwest side of the church’s island. The lock is keeping them shut, and the code is based on two separate dates. When unlocked, it opens the floodgates so you can progress the story of The Sinking City 2 by a boat next to the area.
Unlocking this padlock forced me to explore the apartments and the radio store for fuses. It also established Arkham’s logistics and the requirement for restoring infrastructure in the flooded city.
Hotel Room 301

In Devil’s Reef Hotel, room number 301 will have the next safe. It will be next to a wardrobe. It guards a weapon attachment called the Voss Aiming Grip for the pistol. That said, it is an optional investigation which is linked to the hotel’s lore.
This investigation also reveals more about Devil’s Reef Hotel’s shady past and other events.
Hospital Storage Room

To get inside the Akeley Memorial Hospital storage room, you have to crack the lock. This lock opens a cell gate which leads to the area. Inside the storage room, you can find extra supplies and medicinal items. You will have to use an Anti-Rush Acid in order to break through the initial door.
This optional side investigation is worked through four clues: Outpatient Room, Workshop Materials, Terrace, and Nurse Station. These clues deepen the place’s occult medical experiments and the worker’s gateway to insanity.
Fishing Shop Buoy Locker

To get inside the fishing shop buoy locker, you first have to unlock the door with bolt cutters. Enter the code to open the lock, which is held by a body. Once unlocked, you can find a submachine gun upgrade inside.
This locker is a part of the “Ezekiel” investigation, which is optional. It also ties into the fish market’s maritime and cult secrets, which expands the lore on the Deep Ones.
Fish Market Locker

In the fish market, you can find a locker room full of items. This safe is located towards the end of the room. This safe unlocks additional supplies for your journey. This safe is also a part of an optional investigation which connects to the Sixteen Punishments of the Sailor evidence.
When you look closely, you will realise that the code is also a variant of a similar numerical pattern used nearby. It reinforces the market’s themes related to ritualistic punishment and under-the-radar cult activity.
Abandoned Office Safe

In the flooded market area, you can find an abandoned office room, which holds this safe near an old shop. Unlocking this safe will get you the Leyden Jar, which is a key progression item in The Sinking City 2. When you visit this safe in the present day, it will give you the Heart of Stone, a note, and extra ammunition.
This safe is important for the main progression of the story, as the Leyden Jar is a crucial item in later missions. It can also be used in optional memory sequences. The item helps you bridge the past and present visions, which I thought was neatly done throughout the game. You will get to learn more about the eldritch influence that haunts the city.
Salt Storage Wooden Lock

In the fish market itself, you can find the salt storage wooden lock, which is located in the cutting area. Upon opening the wooden lock, you can get your hands on a grenade launcher upgrade and a note. If you kick the green figure inside the door, you will also receive Dream Essence.
Opening the lock will finish the “Sixteen Punishments of the Sailor” optional investigation. If you want to know more about the lore, the note will help you understand the cult’s ritual themes of punishments and occult numerology.
Opening safes in The Sinking City 2 can either give you survival resources or progression items. Hence, my recommendation is to open as many of them as possible to ensure you have the appropriate amount of resources.
