You can get the Sound-Keeping Tacet Core by defeating the world boss Lampylumen Myriad hidden underneath the Tiger’s Maw Mine. To get to the entrance of this boss fight, just drop down to the mines and go through the giant hole in the center.
Then you need to follow the stairs and, just keep following the path until you reach the giant arena with the Lampylumen Myriad boss.
Also, you need to keep in mind that this is an ice-wielding boss that can do some heavy damage if its magic freezes you. So have a fire character and support for heals ready if you plan on challenging the Lampylumen Myriad.

Sound Keeping Tacet Core is essentially a development material, meaning it can be used for character ascension if you plan on leveling them up to higher than level 20 in Wuthering Waves.
