Right after destroying the two rifts at Kiyomizu-Zaka Slope and clearing the Malice, you will unlock a bit more of the Kyoto map in Onimusha: Way of the Sword. This will unlock new areas and new quests, one of which is the A Strength in Refuge quest. As part of the quest, you need to help Shizuka find more of her people and free them to gain their powers.
This will introduce you to the concept of Oni Powers, and there is one in particular that is located in the Oni Refuge. The only problem is, the door that leads to the Refuge is locked shut, and no weapon will help break it down. After speaking to Shizuka at the Rokudo-chinnoji Temple, she will mark the location where you need to release the Oni Power. The first place you need to investigate is the Oni Refuge. Follow the map marker to the southwest and interact with the door. It won’t budge, and you will get a notification that it won’t open from this side. Rather, what you should do is go around the Refuge until you spot a ladder leaning against the building.

Use this to get up, then enter the window via the crawlspace. Jump down and pick up the Horn Token (Reflex) on the crate behind you. Then, exit the building and go left to find a gate. This gate won’t budge either, so make your way to the left and follow the path. You will reach a dead end, but on your right is a hole in the wall.

Look through the hole, and you will find what’s blocking the gate. Use your Oni Bow at the lock to break it down. Head back to the gate to unlock it, then go through the new area and head left before entering the well. You will find the locked gate from earlier, and you can hit the lock on this side of the gate to finally unlock the main entrance to the Oni Refuge.
