Starfield Guilty Parties is a faction quest needed to complete the questline for the Ryujin Industries faction. Starfield offers a host of different quests associated with various in-game factions. As the last faction quest for members of Ryujin Industries faction, this mission has you investigate a defected Ryujin Industries member.
How to start the Starfield Guilty Parties quest?
First things first, in order to undertake this quest, you need to be a member of Ryujin Industries. After completing several faction missions for them, you will eventually stumble upon the Starfield Guilty Parties quest. Completing this quest rewards you with three med packs, 450 XP, and 4800 credits. Completing this quest is also important to complete the main questline for Ryujin Industries. The quest will become available to you at the Ryujin Industries headquarters in Neon.
Once you complete the Background Checks quest, you will get an option to talk to Dalton Fiennes about a new mission. The Starfield Guilty Parties quest begins after you learn from Dalton, a Ryujin Industries member, about Imogene Salzo, the very member who will have conducted your interview when you initiated your enrollment for becoming a Ryujin Industries member.

Dalton will inform you that Imogene, along with some important information has disappeared. He will ask you to talk to Yuko in order to find the location of Imogene. Once you talk to Yuko, it will become clear that Imogene has not shown up to work, and that she is hiding in a Seokguh Syndicate hideout in Neon itself. She will tell you that Imogene is hiding at Frankie’s Grab & Go. She will also ask you to go back to Dalton and inform him about this information, however, this is completely optional, as you can go directly to confront Imogene.
How to complete the Starfield Guilty Parties quest?
If you do end up going back to Dalton, he will tell you that breaking into the Seokguh Syndicate hideout will be difficult and suggest that you go see Benjamin Bayu at the Astral Lounge. He informs you that Bayu may be able to help you in exchange for a small favor. This option is completely optional too, but selecting this and going about the quest this way will be a less violent route to complete the Starfield Guilty Parties quest.
However, this isn’t going to be a very fruitful endeavor, as even after talking to Benjamin Bayu, who says he will put in a good word for you with Mrs. Frankie, the proprietor of Frankie’s Grab & Go, she won’t allow you to talk to Imogene. You’d be saving time if you made your way directly to the Seokgub Hideout at Frankie’s Grab & Go. Once you get there, you will have to talk to Frankie, who will protect Imogene, saying that she doesn’t want to be disturbed.
After you talk to Mrs. Frankie, you will have to find an alternate route to get to Imogene. A new quest marker will show up, prompting you to exit the shop and go up to the roof. Follow the quest marker, which will lead you to a locked door. The door will have a Novice-level lock, which you will need to lockpick using a Digipick. After you pick the lock, follow the new quest marker that will lead you to Imogene.
Note: There are two ways you can go about it – you can be stealthy, using cabinets and shadows to remain undetected while making your way to Imogene. The hideout will be crawling with Syndicate members, so it’s best to remain undetected for as long as possible. You can also go about it gun ablaze, however, it will prompt more and more Syndicate members to show up, making your journey more treacherous.
Once you reach Imogene, she will state that she’s not surprised to find you there. She will inform you that she has been working as a double agent for the Ryujin Industries, which led her to infiltrate the Seokguh Syndicate. She will also reveal that she isn’t defecting, claiming that her position at Ryujin Industries and the benefits she receives are much more lucrative than what she could possibly stand to gain from the Syndicate.
Imogene will claim that she is being framed by Ularu and it’s the reason she has been hiding away at a Syndicate hideout. She will claim that she’s trying to find evidence to make her case against Ularu Chen and request you to deliver a data slate that contains evidence to Dalton. She will tell you that she will remain hidden until she’s certain that it’s safe for her to return. You will need to sneak back to the streets of Neon, evading the Syndicate members.
Once you deliver the data slate to Dalton, talking with him will conclude the Starfield Guilty Parties quest. He will tell you that it will take some time to authenticate the evidence and send you on your way, offering the XP and Credits as a reward.
